It seems no chance for below passport holders to apply Visa either in HK, Macao or even on the mainland - still need to apply in their "home-country" as long as not being a permanent Hong KOng resident:

For this passport holders the nonsense is not over ! Probably some of this countries previous visa holders have also abused the visa law - including overstaying, running un-registered business (Guangzhou's black community ........) and whatever. It seems there is a new "spirit" in China government to clean out some of the loop-holes which made it quite easy to conduct business without any registration, without tax payments and without legal resident registration.
