Are we a threat to the "China environment" ?

....some more explanations by Mr. Qin on SCMP front page today:
China had made "some arrangements" on visas according to the practice of past Olympics and usual international practice. Mr Qin:" This policy does not mean that all multiple-entry visas have been suspended. This policy will be maintained for a period of time in order to ensure China will have a safe environment". Where or how are we making the "environment" unsafe ?
Here a link about a "chinese visa seminar" held by the AmCham in Shanghai. If you read this, then the chance that we "dangerous HK foreign business people" getting back our normal, multiple entry F Visas soon, sounds like "Mission impossible".
